Pasco County jail inmates once dubbed Ulmer "Raiford Ray," an homage to the Raiford state prison, for handing out maximum sentences for jail escapees. He also was among the public officials called out in 2008 for collecting a state pension while still getting a regular paycheck from taxpayers.
